Bio: Debra Borie-Holtz is an Associate Teaching Professor at Rutgers’ Edward J. Bloustein School of Planning and Public Policy and Senior Survey Scholar at the Eagleton Center for Public Interest Polling. A former NJ Assistant Secretary of State and Chief of Staff to the NJ Majority Leader, she researches legislative politics, public engagement, and survey methodology.

State by State, Vote by Vote pairs data with real-world stories to show how small changes in turnout can shift state-level representation. The team will produce 50 state Citizen Guides—clear, nonpartisan resources on registration, voting options, and down-ballot engagement—plus a national essay synthesizing findings to counter “my vote doesn’t matter” futility and support informed participation.
